Corporate structure
Mackay Regional Council came into existence after the amalgamation of the former Mackay City Council, Mirani Shire Council and Sarina Shire Council on 15 March 2008.
The previous Mackay City Council amalgamated with the former Pioneer Shire Council and former Mackay City Council on April 8, 1994.
The Pioneer Shire Council was established in 1880, when it was known as the Pioneer Divisional Board. The original Mackay City Council was established in 1869.
Current organisational structure
The current organisational structure aligns council’s five departments with Corporate Plan goals and objectives, giving a much clearer focus to council’s overall direction.
Council is divided in to five departments:
Regulatory Services
Council’s organisational structure unites all stakeholders with input into the development process under the umbrella of Regulatory Services.

Officers use a computerised workflow mapping system to track the progress of development applications from lodgement to approval. This system aids the department’s efficiency and enables more appropriate responses to inquiries regarding the progress of applications. Department officers involved in the maintenance and enhancement of the community’s health and environment focus on stakeholder education and work practices to ensure that residents can continue to enjoy the lifestyle to which they have become accustomed.

Community Programs
Council’s recognition of community concerns is reflected in the Community Programs department.
This department encompasses all programs with a strong community focus:

Community Services and Events (including the Mackay Festival of Arts)

Recreation, Facilities and Housing (including Mackay Aquatic Facilities, Artspace Mackay and the Town Hall facility)

Mackay Convention Precinct (including Mackay Entertainment Centre)

Libraries (including Greenmount Homestead)
Through each of its programs, the Community Programs department has vital links with a broad range of community organisations within the Mackay area. Customer service is integral and is provided by employees with skills and knowledge of community issues and needs.
Engineering Services
The Engineering Services department employs a coordinated approach to asset and infrastructure management.
The department comprises of:

Technical Services
Improved project communication and coordination has resulted in a better focus on community involvement across all council sections. In order to ensure that capital works programs are completed in the financial year in which funds have been allocated, there is a strong focus on works programming, financial monitoring and on quality of design and finished constructed product.
Water and Waste
Water and Waste provides water infrastructure and services and operates under an annual Performance Plan that defines council’s expectations in terms of performance, reporting, level of service and policy compliances.
Water and Waste services residential, commercial and industrial customers in the Mackay Regional Local Government Area.
Programs within the Water and Waste department include:

- Mackay Water Recycling Project
Mackay Regional Council also manages three business units.
