Queensland Disaster Management System
The Queensland Disaster Management System operates on three distinct levels:
- Local Government
- Disaster District
- State Government
Help can also be sought from the Commonwealth level.
Each of these levels within the State Disaster Management System has a committee structure supported by a disaster coordination centre.
Local Disaster Management Group (LDMG)
The Local Disaster Management Group includes council representatives, state government and emergency agencies.

District Disaster Management Group (DDMG)
The senior Police Officer in each district is designated as the District Disaster Coordinator (DDC) who chairs the District Disaster Management Group (DDMG).
These DDMG's comprise representatives from each of the local governments within the district, plus regionally-based Queensland Government Departments who are able to provide and coordinate whole-of-government support to disaster stricken communities.
The DDMG performs a 'middle' management function within the Disaster Management System by providing coordinated State Government support when requested by Local Governments.
The Mackay District Disaster Management Group covers the Local Government areas of Mackay, Isaac and Whitsunday.
The State Disaster Management Group (SDMG)
As the peak group, the SDMG provides the strategic framework for disaster management in Queensland. When required, its also provides resource support to disaster management groups at a local or district level.
The group's Chair is the Director-General of the Department of Premier and Cabinet. Most other Director-Generals of State Departments are members. The Executive Officer of this group is the Executive Director of Emergency Management Queensland.
The State Disaster Management Group (SDMG) is responsible for:
- The coordination of resources
- Providing advice to the Minister of Emergency Services.
- Local government awareness
The State Disaster Coordination Group (SDCG).
The State Disaster Coordination Group (SDCG) is the working body of the State Disaster Management Group.
SDCG members are designated liaison officers from each of the departments represented on the state group.
This Group is the primary mechanism through which coordinated whole-of-government State-level support is provided to disaster-stricken communities.
Emergency Management Queensland (EMQ).
Emergency Management Queensland, a division of the Department of Emergency Services, provides the core policy and support staffing for the State Group.
This includes the provision of disaster management training, management of the State Disaster Coordination Centre, maintenance of the State Disaster Management Plan as well as training and equipment support to local volunteer State Emergency Service Units.
EMQ has regional staff across the state that assist local governments and State agencies in their disaster management responsibilities.
